This report outlines the research undertaken to assist the LGA (Local Government Association) Aboriginal Affairs Reference Group develop a strategy for implementation of initiatives to assist in increasing the involvement of Aboriginal persons and communities in local government generally as well as to address any access and equity issues identified.

The terms of reference were: 1. Examine relevant legislation in terms of a mandate for local government to provide services; 2. Identify the nature of services that should be available to Aboriginal persons and communities; 3. Profile current practices in delivery of relevant services to Aboriginal persons and communities along with issues of access and equity; 4. Document background information on issues and best practices examples; and 5. To develop a strategic plan for implementation by the reference group.

A strategic framework and action plan was developed to address issues identified by the project, including the need for local government to: 1. Develop greater knowledge and awareness of issues which impact on Aboriginal people in relation to the role and function of local government; 2. Recognise the scope for improved liaison and communication mechanisms between local government and aboriginal people; 3. Promote better understanding of the fact that Commonwealth financial assistance grants to local government provide revenue support which includes the needs of aboriginal persons and communities; 4. Clarify roles and responsibilities where specific aboriginal communities are within incorporated areas; 5. Resolve matters relating to the management of local government services for communities in unincorporated areas including access to Commonwealth financial assistance grants; and Increase employment opportunities for aboriginal people across the range of functions.
